About the Parking and Traffic Appeals Service (PATAS)

The Parking and Traffic Appeals Service (PATAS) was established by The Road Traffic Act 1991 and provides the administrative support to the Parking Adjudicators and since 2003 the Road User Charging Adjudicators. The service continues to provide this support under the Traffic Management Act 2004.

The Parking Adjudicators consider appeals against Penalty Charge Notices issued by the London local authorities. For appeals against Penalty Charge Notices issued by authorities in England and Wales but outside London, click here.

The Service receives and processes appeals and schedules hearings.

PATAS aims to provide a fast, efficient and quality service, offering case management support to the panels of independent adjudicators.


Anyone who has received a Penalty Charge Notice can appeal to the Adjudicator, provided that the correct procedure has been followed.

The Parking and Traffic Adjudicators publish lists of cases scheduled for personal hearings. These lists provide the names of the parties and the time the case is due to be heard. The list is updated weekly and can be found by clicking here.
